111.03 EMERGENCY SPECIAL MEETING REQUIRING IMMEDIATE ACTION.
   (a)   An emergency special meeting requiring immediate action may be called by the Mayor or any three members of Council upon giving at least twelve hours notice to each member of Council, in writing, personally served or left at his usual place of residence.
   (b)   A person or persons calling such meeting shall notify all news media or designated members thereof who have filed a written request with the Clerk of Council on or before January 3 as provided in this chapter. Such telephone notice shall be given by the person or persons calling such meeting pursuant to and in accordance with the written request filed by each such news media or designated representative thereof who have full and completely complied with the provisions of this chapter.
