Such fee shall be deposited to the General Fund to cover the following cost:
(a) Twenty-five dollars ($25.00) to the City to pay administrative costs.
(b) Any advertising costs incurred with respect to the petition.
(c) Any transferring or recording costs incurred with respect to the petition.
(d) Any other incidental costs which may arise in connection with the petition.
