Any person or corporation who shall file a petition with the City for the purpose of initiating a formal proceeding, shall pay a fee to the City of fifty dollars ($50.00), which fee shall be for the processing of such petition by the City. No fee shall be imposed for a petition that is submitted for the purposes of communicating viewpoints, ideas or grievances.
