The First Ward shall contain all that territory bounded and described as follows: commencing for a beginning point at the point of intersection of the center lines of South McKenzie Street and East Vine Street and running thence from said beginning point east along the center line of East Vine Street to the point where it intersects the center line of South Catherine Street; thence south along the center line of Catherine Street to the point where it intersects the center line of Oak Street; thence west along the center line of Oak Street to the point where it intersects the center line of Potwin Street; thence south along the center line of Potwin Street to the point where it intersects the center line of East Gambier Street; thence east along the center line of Gambier Street and Gambier Road to the corporation line of the City of Mount Vernon, Ohio; thence continuing with the meandering of the corporation line as it encompasses the southern portion of the City of Mount Vernon, Ohio to a point where the center line of Parrott Street Extension intersects the west right of way line of the railroad formerly known as the B&O Railroad; thence northerly along the west railroad right of way line to its point of intersection with the center line of Columbus Road; thence easterly on the center line of Columbus Road to the point of intersection with the center line of South Main Street; thence north along the center line of South Main Street to the point of intersection with the center line of the South Gay Street Ramp; thence following the center line of Gay Street Ramp and South Gay Street to the point of intersection with the center line of Howard Street; thence east along the center line of Howard Street to the point of intersection with the center line of South McKenzie Street; thence north along the center line of South McKenzie Street to the point of beginning at the intersection of East Vine Street and South McKenzie Street.
