In their interpretation and application, the provision of the Flood Damage Prevention Ordinance 1982-18 shall be held to be the minimum requirements adopted for the promotion of the public health, safety, and the general welfare. Whenever the requirements of the Flood Damage Prevention Ordinance 1982-18 conflict with the requirements of the Zoning Ordinance, or any other lawfully adopted rules, regulations, ordinances, or resolutions, the most restrictive, or that imposing the higher standards shall govern.
