(a) Permitted uses in the Central Business District are:
(1) Permitted uses in the Office-Institutional District.
(2) Community facilities including municipal buildings, public facilities, libraries and other public uses such as park areas.
(3) Permitted uses in the Neighborhood Commercial District.
(4) General merchandise sales including:
A. Department stores, variety stores.
B. Mail-order and miscellaneous general merchandise stores.
(5) Food sales including:
A. Grocery, meat, fish, fruit or vegetable markets or combinations thereof.
B. Dairy or bakery products.
C. Specialty food stores such as candy or confectionery stores.
D. Miscellaneous food stores which conform to the purpose of the District.
(6) Apparel sales including:
A. Clothing, furnishings, and accessory items for men, women or children.
B. Custom tailor shops, furriers, and other combined apparel sales and personal service operations.
C. Miscellaneous apparel and accessory stores which conform to the purpose of the District.
(7) Home furnishings sales including:
A. Furniture, home furnishings and equipment stores.
B. Household appliance stores.
C. Radio, television and music stores.
(8) Food or beverage consumption establishments excluding fast-food and carry-out operations, but including selling alcoholic beverages or liquor by the glass.
(9) Miscellaneous retail sales including:
A. Book stores, stationery, jewelry and antique stores.
B. Gift, novelty and souvenir shops.
C. Camera, photographic supply stores, optical goods stores, and electronic stores.
D. Tobacco sales and news sales.
E. Miscellaneous retail sales and similar compatible uses, except adult pornographic material and entertainment.
F. Garden centers.
(10) Building material retail sales including:
A. Paint, glass and wallpaper.
B. Plumbing, electrical, and heating, air conditioning supplies.
(11) Business services including:
A. Duplicating, addressing, blueprinting, photocopying and printing.
B. Stenographic, mailing and advertising.
C. Business machine repair and service.
(12) Motion picture theatres (except drive-in).
(13) Cultural facilities.
(14) Hotel or motel and apartment hotel.
(15) Multi-use building.
(16) Newspaper publishing and printing.
(17) Travel agencies and bureaus.
(18) Public service facilities, public uses, essential services.
(19) Quasipublic uses.
(20) Type A and B Child Day Care.
(21) Residential dwelling units utilizing the second floor or higher. No dwelling units will be permitted on the first floor.
(b) Conditional Uses in the Central Business District:
(1) Pet shops.
(2) Permitted uses in the Traffic-Oriented Commercial District.
(3) Automobile sales.
(4) Automotive services as part of a permitted use.
(5) Off-street parking facilities including surface lots and parking facilities operated with or without charge, but excluding that parking required for a specific use which shall be permitted in conjunction with the operation of a permitted or conditional use.
(6) Amusement arcades.
(7) Drive-in or drive-through facilities associated with permitted uses from the Office-Institutional District.
(8) Residential; as determined compatible with other uses in the area, utilizing structures existing at the time of passage of this Zoning Ordinance.
(9) Tourist home, bed/breakfast home.
(10) Photographic studio.
(11) Dance instruction studio.
(12) Flea market.
(13) Used clothing, furniture and household goods sales.
(14) Commercial entertainment facilities except for amusement arcades.
