The City Council of Mount Vernon, Ohio, shall by separate ordinance establish a schedule of fees, charges, and expenses and a collection procedure for zoning permits, amendments, Certificates of Zoning Compliance, appeals, variances, and conditional use permits, plan approvals, and other fees pertaining to the administration and enforcement of the Zoning Ordinance requiring investigations, inspections, legal advertising, postage, and other expenses.
The schedule of fees shall be posted in the office of the Zoning Enforcement Officer and in the City Engineering Department, and may be modified periodically only by the action of City Council. Until all applicable fees are paid, the City shall take no action on any application or appeal. The Fee for obtaining a zoning permit is hereby waived for the development of community facilities.
