No final subdivision plat shall be approved by the Planning Commission or accepted for record by the County Clerk until the improvements required by this chapter are constructed in a satisfactory manner and approved by the appropriate City official having jurisdiction. In lieu of such prior construction, the Commission may accept a security bond or certified check payable to the City in an amount equal to the estimated cost of installation of the required improvements whereby the improvements may be made and utilities installed without cost to the City in the event of default on the part of the subdivider. The bond or check shall be subject to the condition that the improvements will be completed within two years after approval of the final subdivision plat.
