(a) Plat Required. The final plat shall conform substantially to the preliminary plat as approved, and it may constitute only a portion of the preliminary plat which the subdivider proposes to record and develop.
(b) Plat Data. The final plat shall contain the following information:
(1) A scale of 100 feet to one inch or larger;
(2) The date, title, names and location of the subdivision, graphic scale and true north line;
(3) All dimensions, angles, bearings and similar data on the plat, tied to primary control points; locations and descriptions of such control points;
(4) Tract boundary lines, right-of-way lines of streets, easements and other rights of way, property lines of residential lots and other sides with accurate dimensions to the nearest one hundredth of a foot, and bearings or deflection angels, radii, arcs and central angles of all curves with dimensions to the nearest minute;
(5) The proposed name and right-of-way width of each street and a definition of each easement or other right of way;
(6) Lot numbers, lot lines and frontage dimensions;
(7) The purpose for which sites, other than residential lots, are dedicated or reserved;
(8) Minimum building set-back lines;
(9) The location and description of monuments;
(10) The names and locations of adjoining subdivisions and streets, the location of adjoining unplatted properties and the names and addresses of the owners of adjoining unplatted properties;
(11) Certification on the plat of title showing that the applicant is the owner and a statement by such owner dedicating streets, rights of way and any other sites for public use (Form 1 of Appendix III);
(12) Certification on the plat by a registered surveyor or engineer as to the accuracy of the survey and plat (Form 2 of Appendix III);
(13) Certification by the Health Commissioner when individual sewage disposal or water systems are to be installed (Form 3 of Appendix III attached to plat);
(14) Certification Form 4 (Appendix III) attached to the plat as to compliance by the subdivider with one of the following alternatives:
A. That all the improvements have been installed in accordance with the requirements of these Regulations, or
B. That a security bond or certified check has been posted with the City Auditor in sufficient amount approved by the City Engineer or designee to assure completion of all required improvements;
(15) Cross-sections, profiles and grades of streets, curbs, gutters and sidewalks, showing locations of in-street utilities and drawn to City standard scales and elevations, attached to the final plat;
(16) Protective covenants placed either directly on the final plat or attached thereto in form for recording; and
(17) Certification on the plat by the Chairman of the Planning Commission that the plat has been approved for recording in the office of the County Clerk (Form 5 of Appendix III).
