A charge shall be made for the examination and approval or disapproval of every plat reviewed by the Planning Commission. At the time preliminary plats are filed with the Commission, the subdivider shall deposit with the Commission checks payable to the City of Mount Vernon in the amount of one hundred fifty ($150.00) for each plat and five dollars ($5.00) for each lot shown on such plat.
