"Normal strength sewage or wastes" as defined for the purpose of determining surcharge means wastewater having an average daily suspended solids concentration of not more than 250 mg/l, an average BOD5 concentration of not more than 200 mg/l and not containing any of the characteristic in excess of the limitations as prohibited and established by Section 911.04 (e) and (f).
