Under the terms of an existing City-County agreement as amended, all users located outside of the corporate limits of the City which are connected, either directly or indirectly, to the City's sanitary sewerage system shall pay the total basic charges plus a surcharge equal to 1 40 percent of the total basic user charges specified in Section 913.07. Sixty-two and one-half percent of the surcharge funds so collected shall be retained by the City, and deposited in a Sewer Improvement Fund for the construction of necessary relief sewers where such have or will become overloaded by reason of the additional flow from the outside users. Thirty-seven and one-half percent of the surcharge funds shall be paid to the County Commissioners for necessary sewer repairs and major maintenance items.
