Every person, firm or corporation whose premises are served by a connection to the sanitary sewer system, which connection discharges sanitary wastewater, industrial wastes, water or other liquids, either directly or indirectly, into the sewage works facilities under the jurisdiction of the Utilities Commission, shall be charged for the use of such facilities. The sewer service charges shall be applied to each and every premises discharging to the sanitary sewer system, and the charges shall be as specified in this chapter.
