The Mayor shall issue the license to the applicant if the application for the license is true, complete and accurate, and if the terms of this chapter have been strictly adhered to by the applicant and if a license fee of twenty-five dollars ($25.00) for the first thirty days and an additional two dollars ($2.00) for each day thereafter, has been paid in advance with the application.
