No person shall advertise or conduct or hold out by any means or device, any sales of goods, wares or merchandise which is caused or occasioned by the intention of discontinuing business, such as fire sales, bankruptcy sales, going out of business sales, consignment sales, assignment sales or other sales of a like nature, in this City unless a license is first obtained from the Mayor to conduct such sale.
