All persons making application for a license to open or keep open any billiard or poolroom or bowling alley shall pay annually to the Mayor a license fee as follows:
(a) Twenty-five dollars ($25.00) for each billiard or pool table.
(b) Twenty-five dollars ($25.00) for each bowling alley.
