For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"COMMERCIAL USER." All retail stores, restaurants, office buildings, laundries, and other private business and service establishments including Institutional Users and Government Users.
"DEBT SERVICE." The charges levied on users of the city’ municipal water system to support the annual debt service obligations of the system.
"GOVERNMENTAL USER." Legislative, judicial, administrative, and regulatory activities of federal, state and local governments. All Governmental Users will be classified as Commercial Users under this chapter.
"INDUSTRIAL USER." Any company to the city’s municipal water system that manufactures products for use or consumption or is considered part of the manufacturer’s operation.
"INSTITUTIONAL USER." Social, charitable, religious, and educational activities such as schools, churches, hospitals, nursing homes, penal institutions and similar institutional users. All Institutional Users will be classified as Commercial Users under this chapter.
"NON-RESIDENT." Any person, residential user, commercial user, industrial user, institutional user or governmental user of the city’s municipal water system that resides or is headquartered outside the city limits of Mt. Vernon, Kentucky.
"OPERATION AND MAINTENANCE." Functions that result in expenditures during the useful life of the municipal water system for materials, labor, utilities and other items which are necessary for managing and for which such works were designed and constructed. The term operation and maintenance" includes replacement as defined below.
"REPLACEMENT." Expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the municipal water system to maintain the capacity and performance for which the system was designed and constructed.
"RESIDENT." Any person, residential user, commercial user, industrial user, institutional user or governmental user of the city’s municipal water system that resides or is headquartered within the city limits.
"RESIDENTIAL USER." Any customer to the city’s municipal water system whose lot, parcel or real estate, or building is used for domestic dwelling purposes only.
"SHALL." Is mandatory; MAY" is permissive.
"USER CHARGE." The total service charge which is levied for the cost of operation, maintenance, replacement and debt service expenses of the city’s municipal water system.
"WATER METER." A device approved by the city used for measuring and recording the volume of water.
