§ 53.062  GRANTING A PERMIT.
   The city shall advertise and seek proposals to serve each permitted area. Applications for permits shall be filed with the city on forms prescribed by the Director. The city may grant a permit only upon finding that the applicant will render prompt, efficient, and continuing service to the area for which the permit is granted and that the applicant has sufficient equipment and personnel to render service to all persons generating solid waste within the service area. A permit shall be granted for a term of one (1) year and shall be renewable. No permit shall be assignable. Subcontracts are to be approved by the Mount Vernon City Council prior to entering into subcontracting. The Mount Vernon City Council shall grant permits to (i) haulers, (ii) convenience centers, (iii) transfer stations and (iv) recycling centers or any combination of the above to operate under the Solid Waste Management Program of Mount Vernon, Kentucky. The Mount Vernon City Council will not permit convenience centers, transfer stations or recycling centers that are located within the corporate limits of the county’s three (3) incorporated cities, namely, Brodhead, Livingston and Mt. Vernon, without an official resolution from the governing body of said city authorizing the permitting procedure above described.
