The solid waste coordinator shall establish the procedures for collection of bulky rubbish from residential units within the county. Bulky rubbish shall be collected by the permit holder within two (2) weeks upon request. The charges are to be negotiated between the permit holder and generator prior to collection. If agreement cannot be reached, the matter may be submitted to the city Solid Waste Advisory Committee for recommendation to the county for a decision which shall be binding.
