The schedule of rates and user charges prescribed in this chapter shall be reviewed not less often than annually by the city or its designee and shall be adjusted, when necessary, to meet the actual OM&R costs and debt service obligations of the city's municipal water system in order to produce income and revenues from the municipal water system, adequate to comply with such covenants and agreements made by the city in connection with any revenue bonds and loan agreements.
