(A) A deposit shall be required of all applicants for water service.
(B) The deposit for both residents and non-residents of the city applying for water service to the city's municipal water system are as follows:

(C) The applicable deposit shall be paid to the city by any applicant before such applicant shall be entitled to such service.
(D) The deposit, less any unpaid charges, will be refunded to the customer or to their heirs or assigns whenever service is terminated.
(E) In the event the customer relocates and requests that their service be transferred to the new location, the customer shall pay to the city a fee of Twenty-Five Dollars ($25.00) for the transfer of the service.
