(A) The following monthly rates for water service for all wholesale water customers of the city’s municipal water system shall be based on the customer’s monthly water consumption and shall take into account:
(1) The operation, maintenance and replacement costs of the municipal water system;
(2) The debt service requirements of bonds and loans issued on behalf of the city’s municipal water system; and
(3) The higher costs of performing maintenance work outside the boundaries of the city as opposed to maintenance inside the city limits.
(B) The monthly water rates for wholesale water customers are as follows, on approval by PSC:
