(A) The following monthly rates for water service for all resident water customers of the city’s municipal water system shall be based on the customer’s monthly water consumption and shall take into account:
(1) The operation, maintenance and replacement costs of the municipal water system; and
(2) The debt service requirements of bonds and loans issued on behalf of the city’s municipal water system.
(B) The monthly water rates for residents of the city are as follows:
