All persons who authorize the work set out in § 97.40 or who own the residential or business property in which the sewage system or sewer lines are connected with the sewers or sewer lines of the city as set out in § 97.40 shall be responsible for any work set out in § 97.40 in which they have so authorized or which work has been performed in the connecting of the sewage system or sewer lines of residential or business property that they own with the sewers or sewer lines of the city or the sewer lines of the sewage disposal system of the city. These persons shall be liable under the terms of § 97.40 the same as though they had individually performed the work set out in that section if the work is improperly performed as set out in § 97.40.
