Any cut or excavation of the surface of any public street, alley, parking lot, or public right-of-way shall be performed in a responsible manner with the proper barricades and warning lights as is necessary to warn travelers upon or users of those public streets, alleys, parking lots, or rights-of-way of the presence or location of any cuts or excavations. The applicant shall be responsible for these warnings.
