Slop water, wash water, waste water, or filth or garbage of any kind whatever which shall be caused or permitted to flow from any house or premises into or upon any street, sidewalk, alley, or gutter and all slop water, wash water, waste water, or filth, offal, or garbage of any kind whatever which shall be thrown or placed in or upon any street, sidewalk, alley, or gutter are declared nuisances. All persons having such accumulations shall deposit the same either in proper sinks constructed upon the premises or by causing all such accumulations to be kept in casks or other vessels and deposited in a suitable place outside of the city.
