No person shall place or deposit or allow to be placed or deposited, any coal, firewood, or other fuel upon any street, sidewalk, or alley of the city or permit the same to remain upon such street, sidewalk, or alley more than 48 hours from the time of its deposit. When the same is allowed to remain upon such street, sidewalk, or alley at night, warning lights shall be placed thereon from one-half hour after sunset to one-half hour before sunrise.
