§ 97.08 VEHICLES WITH LUGS.
   (A)   No person shall propel, haul, or draw or cause to be propelled, hauled, or drawn any portable traction engine or any other heavy conveyance on wheels having cleats, lugs, spikes, or other device projecting therefrom upon, over, across, or along any improved street or alley in the city.
   (B)   Any person having charge of any vehicle of that kind may cross any street or alley at any of its intersections if the person shall first place or cause to be placed on the surface of the street wooden boards at least two inches in thickness and of a width equal to the width of the wheels of the vehicle. The boards shall be laid at the expense of the person and shall be removed immediately after being used for that purpose.
