No person shall transport or cause to be transported any liquid products, petroleum, or any chemical in any manner other than in tight packages, vessels, or tanks along or across any asphalt, concrete, or any other improved street or alley within the city or drain any tank or vessel into a can, bucket, or other vessel upon any street or alley or place any lime mortar or mortar box, or to spill, throw, or place any injurious chemical upon, along, or across any street or alley.
