§ 97.03 REMOVAL OF FOREIGN SUBSTANCES FROM CITY RIGHT-OF-WAY.
   No landowner, contractor, tenant, or other person owning or having possession or control of real estate shall permit dirt, mud, rock, vegetation, or other material or substance from real estate he owns or which is in his possession to remain on the right-of-way for a public street or alley in the city or on property owned by the city for more than 24 hours after he has received notice from a city police officer or other authorized city official to remove the dirt or material or substance from the right-of-way or city property.
