All persons hauling dirt, sand, gravel, rubbish, or loose material of any kind through streets or alleys shall haul the same in vehicles provided with tight boxes or beds so constructed as to prevent the same from falling on or becoming scattered on the streets or alleys. Any materials which shall fall from any vehicle or which shall be deposited on the street or alley in any manner shall be removed immediately by the person in charge of that vehicle.
