(A) For the purpose of this section, a
PHYSICALLY HANDICAPPED PERSON is one who qualifies as a handicapped person under state law for a handicapped motor vehicle registration plate.
(B) No person shall park a motor vehicle in or otherwise obstruct a parking space reserved for use by the physically handicapped unless the motor vehicle has a current handicapped registration plate issued by the state or another state and unless a physically handicapped person entitled to the registration plate was the driver or an occupant of the vehicle at the time it was parked.
