Improvement location permits, variances or special exceptions, issued on the basis of approved plans and applications, authorize only those uses, arrangement and construction as set forth in said plans and applications. No other use, arrangement or construction is allowed. Use, arrangement or construction at deviance with that authorized shall be deemed a violation of this chapter and punishable as provided by § 153.213.
