§ 97.16 FESTIVALS.
   (A)   When the Board of Public Works and Safety designates an area for use for a festival or celebration, the following rules shall apply within the designated area:
      (1)   No bicycles, skateboards, coasters, scooters, motorized toy vehicles, or similar devices shall be operated in the streets, upon the sidewalks, or in any place within the area designated as being reserved for the event, unless the device is a registered entrant in an authorized parade or a mobility device needed by a disabled person.
      (2)   No animals or reptiles shall be permitted within the designated area, whether or not on a leash, unless the animal is a registered entrant in an authorized parade or exhibit, or unless the animal is a guide or service animal for a visually or hearing impaired person.
   (B)   The area designated for the event shall be clearly marked with barricades, ropes, snow fences, or other barriers so that it is clear that the area is set aside for the event.
   (C)   If a person is asked to cease performance of any of the conduct enumerated in division (A) above by any official of the organization sponsoring the event, the person shall be required to comply with such request or leave the designated area. If the person refuses to cease the conduct and refuses to leave the area, law enforcement officials shall, upon request, remove the person from the designated area, and that person shall not be permitted to return to the designated area without the permission of the event sponsors for the duration of the event and will be subject to the fines set forth in § 97.99.
   (D)   Officials of the sponsoring event shall be clearly identified by distinctive shirts, badges, hats, or other means of identification if the official acts in a supervisory capacity within the designated area.
