(A) Definition. For the purpose of this schedule, the following definition shall apply unless the context clearly indicates or requires a different meaning.
SEMI-TRAILER. A trailer or vehicle without motive power, of more than 20 feet in length, which has four or more wheels and which is designed to be moved by being attached to and pulled by another vehicle.
(B) Regulations. It shall be unlawful to operate any vehicle upon any street, except those streets and portions thereof listed in this schedule in the city when the gross weight of the vehicle on the surface of the road exceeds 10,000 pounds, and except for the purpose of making deliveries or picking up a load, in which case the vehicle may be driven upon the streets for not more than the minimum distance and minimum time necessary for such purposes; or if the owner of the vehicle resides on the street and has no other access to his or her property, but in no event may the vehicle be parked on the street and in no event shall the vehicle include a semi-trailer; or if an emergency exists which prevents the use of the streets and highways designated as truck routes in this schedule. State Highway 62 is not a city street and is not subject to these weight restrictions.
(C) Exceptions.
(1) It shall be lawful for school buses to operate upon any street within the city for the purpose of picking up or delivering school children, and during such times, the school buses shall be exempt from the weight limits set forth in division (B) above.
(2) Vehicles exceeding the above weight limit, which are owned or operated by the city or its various departments, which are acting pursuant to authority of the city, or which are county sanitation vehicles and are being operated on the streets for legitimate governmental purposes shall be exempt from the weight limits set for in division (B) above.
(3) Emergency services vehicles operated on the streets for legitimate emergency purposes shall be exempt from the weight limits set for in division (B) above.
(D) The Street Commissioner of the city is hereby directed to cause signs to be posted and maintained within the corporate limits of the city which clearly indicate the load limits and truck routes provided for in this schedule.
(E) It shall be unlawful for any person to park any semi-tractor, semitrailer, vehicle exceeding five tons, or any school bus, recreational vehicle, boat or boat trailer on any street within the corporate limits of the city.
(F) It shall be unlawful for any person, corporation, firm, partnership, business or other entity to locate or place any dumpster, temporary office trailer, building or any other obstruction on any street, alley or sidewalk within the corporate limits of the city unless permission is granted by the Board of Public Works and Safety of the city. When obstructions are located on a street or sidewalk, the perimeter shall be clearly marked by a warning barrier from sunrise to sunset and by amber lights from sunset to sunrise. The permittee shall provide an indemnity and assumption of the risk agreement which shall indemnify, hold harmless and relieve the city, its employees and agents, from any and all liability which might arise from the location, placement or maintenance of the obstructions.
(G) Truck routes excepted from weight restrictions.
