(A) There is hereby established a Rainy Day Fund pursuant to I.C. 36-1-8-5.1 to be funded by the remaining payments in lieu of annexation received under the Agreements. The funds on deposit in the Rainy Day Fund may be used for the operation of the city and its various departments for any lawful purpose.
(B) The city shall authorize the expenditure of funds from the Rainy Day Fund by appropriations made in any manner authorized by law.
