A detailed site and landscaping plan of a proposed mobile home park or any alteration or addition to an existing park is required and must be approved by the Planning and Zoning Commission and the Council. Such a plan must be drawn to scale and show the topography at five-foot intervals, all lot and street locations and dimensions, utility lines, fire hydrants, street lights, traffic signs and signals, easements, buildings and other physical features. The construction and development of the mobile home park must conform to the approved site plan. The landscape plan shall provide for the landscaping of the entrance to the park and the perimeter of the mobile home park.
