§ 90.09 CAMPING; DESTRUCTION OF PROPERTY; MOTOR VEHICLES.
   (A)   Camping.
      (1)   No person shall camp, lodge, make a fire or pitch a tent, fly, lean to, tarp or any other type of camping equipment such as sleeping bags, bedrolls, blankets, sheets, tarps, cardboard, or other materials, to provide sleeping quarters for temporary human habitation, in any park except in case of local emergency as declared by the Mayor of the city.
      (2)   It shall be unlawful for any person to camp in any area of the parks. This section shall not apply to persons camping in areas designated for overnight camping pursuant to city ordinance or as allowed by a special event permit.
   (B)   Injuring or destroying property.
      (1)   No person shall cut, break, injure, deface, or disturb any tree, shrub, plant, rock, building, cage, pen, monument, fence, bench or other structure, apparatus or property; or pluck, pull up, cut, take or remove any shrub, bush, plant, or flower; or mark or write upon any building, monument, fence, bench or other structure.
      (2)   No person shall cut, remove, injure or destroy any wood, turf, grass, soil, rock, sand or gravel.
   (C)   Motor vehicle restrictions.
      (1)   Definitions. For the purpose of this division, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
         IMPROVED SURFACE. A driveway, parking space, or area constructed with concrete, brick pavers, or asphalt, and which is intended to be used for the driving and/or parking of motor vehicles.
         MOTOR VEHICLE. A self-propelled vehicle or a vehicle that is propelled by electric power, designed or used to transport persons. The term does not include motorized mobility devices designed for transportation of persons with physical disabilities that:
            1.   Have three or more wheels;
            2.   Are propelled by a battery-powered motor;
            3.   Have not more than one forward gear; and
            4.   Are not capable of speeds exceeding eight miles per hour.
      (2)   (a)   It shall be unlawful for any person to drive or propel any motor vehicle over or through the parks, except along or upon improved surfaces.
         (b)   It shall be unlawful for any person to ride or to drive any horse or other animal over or through the parks, except along and upon the designated bridle paths and driveways.
         (c)   It shall be unlawful for any person to park any vehicle on park property except in areas designated for such purpose.
         (d)   Public safety personnel and city employees are exempt from these conditions when acting in their official duties.
