It shall be unlawful for any person or persons to engage in business as a itinerant merchant or itinerant vendor or a person or persons engaged in interstate commerce, as defined in § 114.01, within this city without first obtaining a permit to do so. No individual or business may obtain more than three permits per calendar year. No permit shall be valid for more than three consecutive days.
