It shall unlawful and an offense for any person or persons to discard or place, or to cause to be dumped or placed, any trash/litter, slops, wastewater, sewage, garbage, yard trimmings, brush, leaves, or other refuse onto any public place, street, alleyway, or gutter within the limits of the city, and the same is declared to be a public nuisance.
