(A) No person shall park a vehicle within an alley in such a manner or under such conditions as to block the free passage of other vehicles in such alley.
(B) Notwithstanding the provisions of division (A) of this section, it shall be unlawful for any person to park a vehicle in any alley within the fire limits of the city, except when such vehicle is actually being used for the purpose of loading or unloading merchandise or passengers.
