The City Manager is authorized and directed to designate the maximum speed limit for motor vehicles within construction zones and to post signs at both ends of the construction zones, which signs shall reflect the speed limits so established; provided however, that no speed limit so designated shall exceed the speed limit in effect immediately prior to such designation. It shall be unlawful for any person to operate a motor vehicle within said construction zones at a rate of speed in excess of this speed limit so designated and posted. For the purposes of this section the term
CONSTRUCTION ZONE shall mean that portion of any street upon which repair, construction or reconstruction work is being performed.
