§ 135.10 PURPOSE.
   A drug law is adopted in the town to deal with problems created by the sale of drugs and there is a need for a drug regulation function to insure the health, safety, general welfare, and morals of residents of the town; because of a move by state governments to deal with drug traffic by enforcing sufficient laws in dealing with such matters which have a deleterious effect on the values within the town; the following conditions shall apply to the sale of drug and related paraphernalia as defined in § 135.11.
