The purpose of Ocean Grove Cemetery is to provide a final resting ground for human remains, and the sanctity and dignity of the cemetery shall be maintained at all times. No building, structure, sign, light, or other thing which is not appropriate for a cemetery shall be installed or maintained in Ocean Grove Cemetery, and no conduct which is repugnant to the sanctity and dignity of the cemetery shall be permitted.
