It shall be unlawful for any person to dump or place, or cause to be dumped or placed, any debris or material of any kind that regularly or periodically carries surface water, in any public drain, sewer, ditch, canal, easement, and the like, or stream, channel, or watercourse within the limits of the town. It shall be the duty of the town’s Engineering and Development Services Department to regularly monitor all areas within the town; to ensure strict compliance with this provision, and to actively pursue any violations and to respond to any reports of the same.
