It shall be unlawful for any person to drain or discharge, or cause to be drained or discharged, grease, oil, gasoline, or other petroleum products, hydrocarbons, alcohol, or chemicals or liquids of any kind, whether dangerous or otherwise, upon or into any street, right-of-way, ditch, canal, storm drainage system, or the like.
