At such time as a wastewater sewer becomes available, as defined under this chapter, to a property served by a private wastewater disposal system, a direct connection shall be made to the wastewater sewer within 90 days after notice from the Commission to do so, and any septic tanks, cesspools, and similar wastewater disposal facilities shall be emptied as prescribed by local regulations and filled with suitable material.
