No person shall maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment that is part of the Commission's wastewater system. Any person who violates this section shall be guilty of a misdemeanor, and, upon conviction, punished by a fine as provided for in this chapter.
