It shall be unlawful for any person to violate or fail to comply with any guidelines, policies, resolutions or ordinances set by the Commission; or without proper authority from the Commission, to tamper with or change any water meter; or to make any connection to the water or wastewater system without permission by the Commission to do so; or to reconnect a service that has been discontinued by the Commission for nonpayment of a bill for such service until such bill has been paid in full, including any penalty and the service fee.
