§ 51.016 SPECIFIC ACTS PROHIBITED.
   It shall be unlawful for any person to commit any of the following acts or omissions without proper authority.
   (A)   To turn, remove, raise, uncover, interfere with, open, make connection with, obstruct, damage, deface, injure, or cause to be obstructed, removed, damaged, defaced, or injured, or in any manner tamper with any public water and/or wastewater main, laterals, service connection, fire hydrant, valves, connection branches, lines, water tanks, meters, public drinking fountain, public water fountain, valve cover, or any other appurtenance or property of the municipal water and/or wastewater system.
   (B)   To place or deposit any building material, rubbish, merchandise, or any other obstruction in front of any fire hydrant or water meter so as to cause any interference with ready access thereto by the Fire Department or the Commission, or to hitch any animal to a fire hydrant, drinking fountain, or public well.
   (C)   To pollute the water supply in any manner.
   (D)   To willfully and intentionally withdraw, or cause to be withdrawn, water in any manner and appropriate it for the use of such person for the purposes other than those specified in or by contract, agreement, licenses, or proper permission with the Commission, unless such person shall have a contract, agreement, licenses, or proper permission from the Commission for the use of water belonging to or furnished by the Commission for certain specified purposes only.
   (E)   To willfully and/or with intention to cheat and defraud the Commission, alter and interfere with any meter, meter box, connecting pipe or any other property of the municipal water or wastewater system, if water is furnished from or by means of such meter, meter box, connecting pipe, or other property, or by any contrivance, pipe, or devise or unlawful means to withdraw or take off water in any manner, except through such meter, meter box, connecting pipe, or other property of the municipal water and wastewater system.
   (F)   To willfully withdraw, or cause to be withdrawn, in any manner and/or appropriate water of the municipal water system from the water mains or pipes thereof for his/her own use, or for the use of any other person, without first having entered into contract or agreement with the Commission for such water service.
   (G)   To extend service pipe attached to the mains or water supply of the municipal water system onto any premises without first having obtained proper permission therefor from the Commission.
   (H)   To connect or cross-connect any private well or water system in any way, shape or form to or with the public water supply.
   (I)   To discharge wastewater or any other substance into the public wastewater system without first having entered into contract or agreement with the Commission for such wastewater service.
